Radon forms from the natural breakdown of uranium in soil and rock and can enter buildings through foundations. Testing is the only way to know the indoor concentration.
EPA recommends fixing a home at 4 pCi/L and considering action between 2 and 4 pCi/L. That recommendation is not a federal requirement that every home seller test before sale.
